For any project requiring commissioning of a steam-powered engine, John Glaze will provide the following:
- a detailed and thorough schedule of work (whether for maintenance, overhaul, restoration or repair)
- monitoring of progress against the work schedule
- a comprehensive final report of the completed schedule
- certificates of full compliance with UK and European legislation
- advice and consultation on good practice guidelines and legislative requirements.
The schedule will make sure that the boiler is fit for purpose, particularly if the locomotive needs to comply with UK and EU legislation for use on the mainline rail network.
Progress at each stage will be monitored against the work schedule.
When the work is complete, John Glaze will provide a comprehensive, final report with certificates of full compliance with the relevant legislation.
Advice on good practice and statutory requirements is available at any stage before, during or after the project.

At the first stage of the project, I will complete an initial examination to determine whether the boiler needs repairing or rebuilding
I will then provide you with a written scope of work, with the schedule tailored to the specific requirements of the project.
The schedule will include a breakdown of each stage of the repair, restoration or rebuilding process, with the guidelines and statutory requirements that apply at each stage.
The maintenance, overhaul, restoration or repair of the boiler requires completion of statutory reports before the boiler can be signed off as fit for purpose.
Major boiler overhaul – statutory reports are made on completion of the following tests:
- Thorough Cold Test
- Hydrostatic Test
- Out of Frame Steam Test
- Recommissioning Steam Test.
Annual examination – there are two parts of the statutory process, in conjunction with PSSR 2000 Regulation 8, Written Scheme of Examination:
- part 1 – Cold Examination Report
- part 2 – Steam Examination Report
Compliance with UK and EU legislation
The UK and European Union statutory requirements for the maintenance and repair of steam-powered boilers are defined by the:
- Pressure Systems Safety Regulations 2000 (‘PSSR 2000’; for existing boilers) and
- Pressure Equipment Directive 97/23/EC (for new construction).

The final report on the project will give you my observations, recommendations and remarks at each stage of the process.
The report also includes appendices and references relating to
- statutory requirements
- the recognised list of industry standards
- guidelines for good practice.
My final report will only be signed off after full discussion and agreement with owner of the project or their representative.
